I'm often asked how people develop homebrew programs. Development is done mainly in C and there are good development tools.
A great place to start is http://www.psp-programming.com/tutorials/ this site also has an active developer forum so please ask there for help.
The tutorial is step by step so if you know how to do some of the steps (sub version, cygwin) feel free to skip that lesson!
